Nearly one-third of the spending was by government collections specialist Linebarger Goggan Blair &#x26;amp; Sampson,But the dollars spent total is probably higher than that. CRP cautions that lobbying reports are still coming in from the Senate&#x27;s Office of Public Records, the source for the data. Companies and trade groups that spend money lobbying Congress are required to file documents every year tracking their spending and the firms they hire. The CRP, a non-partisan research group, gathers the data and posts it on its Web site. Collection industry groups could spend lobbying dollars on a wide variety of issues, from Fair Debt Collection Practices Act reform to government collection contracts.The biggest spender in the industry was Austin, Texas-based Linebarger, paying $650,000 in 2007 on lobbying, up from the $525,000 it spent in 2006. Linebarger was one of the original three companies that worked on the IRS private debt collection contract, but the firm left the contract in early 2007.Sallie Mae&#x27;s subsidiary Pioneer Credit Recovery is one of two collection agencies still working on the IRS contract. The other, Waterloo, Iowa-based CBE Group, reported spending $200,000 lobbying Congress last year. (On the other side of the issue, the program&#x27;s main opposition, the National Treasury Employees Union, spent $571,000 on lobbying in 2007.) Other major ARM spenders include industry trade group ACA International doling out last year $460,000, down from the $680,000 it spent in 2006. Debt buyers&#x27; group DBA International said it spent $82,000 last year, up from $40,000 in 2006. Several individual companies also made an appearance on the list, some for the first time. ARM industry heavyweight NCO Group spent $70,000 on lobbying efforts, up from the $40,000 it spent in 2006. Outsourcing Solutions, Inc. (OSI) * which NCO recently acquired (&#x22;NCO Group Completes Acquisition of OSI,&#x22; March 3) * paid lobbyists $120,000 in 2007 compared with $40,000 in 2006. Toledo, Ohio-based United Collection Bureau spent $120,000 on lobbying last year, doubling the amount it spent in 2006. Canadian collection agency Allied International Credit Corp., Buffalo, N.Y.-based Creditors Interchange, and Houston-based GC Services all reported paying lobbyists $40,000 each last year. West Asset Management, a division of call center operator West Corp., also spent $40,000 on lobbying in 2007, a year that marked WAM&#x27;s first entry on the list. Putting together a total spending figure for the industry is complicated by the nature of the business. For example, student loan provider Sallie Mae * which has extensive debt collection operations * reported spending $4,040,000 on lobbying last year. But the company did not report how much it spent specifically on debt collection or ARM lobbying. </description>

<description>Dismal Year Is Forecast for Car Sales By BILL VLASIC DETROIT &#x26;mdash; The American auto industry is bracing for what may be its worst year in a decade. Several industry forecasters have sharply cut their projections for new-vehicle sales to less than 15.5 million this year, and abandoned rosy predictions for a rebound in the second half. The gloomy outlook &#x26;mdash;reflecting credit turmoil, the housing crisis and the softening economy &#x26;mdash; will probably lead to more production cuts by car companies. But the good news for buyers is that they can expect better deals to draw them into the showroom. The broader economic woes prompted the marketing firm J. D. Power &#x26;amp; Associates to cut its annual forecast to 14.95 million vehicles, from 15.7 million &#x26;mdash; the lowest sales level since 1995. &#x26;ldquo;The auto market is entering into a true recessionary phase, which is something we have not seen in the last 10 years,&#x26;rdquo; said Bob Schnorbus, the firm&#x26;rsquo;s chief economist. The industry has been selling at an annualized rate of 15.2 million vehicles through the first three months of the year, but appears headed for an even worse spring season. Moreover, analysts are now hedging predictions for a stronger second half of the year, despite the Federal Reserve&#x26;rsquo;s move on Tuesday to cut interest rates to stabilize the financial markets. With consumers short of cash and deep in debt, many prospective buyers are finding it difficult to secure financing for a new car. Automotive finance companies are fearful of repeating the mistakes of subprime lenders in the housing industry and are generally declining to make risky vehicle loans. &#x26;ldquo;We are faced with the dilemma of lowering our credit standards to put them in a car, or saying no,&#x26;rdquo; said Michael J. Jackson, chairman of AutoNation, the largest auto retailer in the United States. &#x26;ldquo;And we&#x26;rsquo;re telling them no.&#x26;rdquo; Mr. Jackson said that another class of customer was ready and able to buy, but was holding out for higher incentives. &#x26;ldquo;They&#x26;rsquo;re not sure that the pricing has reached its bottom,&#x26;rdquo; he said. &#x26;ldquo;They think there may be another mother-of-all incentive programs on the horizon.&#x26;rdquo; Ken Peress, a college administrator in Sault Ste. Marie, Mich., is in that camp. &#x26;ldquo;I&#x26;rsquo;m looking for a fun car to buy, but I&#x26;rsquo;m also looking for the best possible deal,&#x26;rdquo; Mr. Peress said. &#x26;ldquo;I want to see what the manufacturers are going to do with deals, negotiating and financing.&#x26;rdquo; Analysts expect that automakers will soon open the spigot on cash rebates and other incentives to drive more traffic into the showrooms. The highest annual average for incentives was in 2004, when automakers put $2,603 worth of rebates on the hood. The average in January and February of this year was $2,469 for each car, said Jesse Toprak, executive director for industry analysis for the buying guide site Edmunds.com. &#x26;ldquo;We expect incentives to go up and go up soon,&#x26;rdquo; Mr. Toprak said. &#x26;ldquo;We might even reach record numbers.&#x26;rdquo; So far this year, Detroit&#x26;rsquo;s Big Three automakers have chosen to cut production levels to reduce inventories rather than begin an incentive war. &#x26;ldquo;Because of the new U.A.W. contract, the manufacturers have much more flexibility to adjust production at the plant level,&#x26;rdquo; said Mr. Schnorbus of J. D. Power. Robert L. Nardelli, the chairman of Chrysler, said his company had already committed to extensive production cuts this year. &#x26;ldquo;We didn&#x26;rsquo;t build in a second-half recovery,&#x26;rdquo; Mr. Nardelli said in a speech Wednesday at the New York International Auto Show. But he added that higher gas prices and the worsening economy were &#x26;ldquo;hard to anticipate&#x26;rdquo; and the market could be worse than Chrysler projected. &#x26;ldquo;If we were wrong and not conservative enough, we&#x26;rsquo;ll be quick to adjust,&#x26;rdquo; he said. Alan Mulally, chief executive of the Ford Motor Company, told an investors conference Wednesday that Ford&#x26;rsquo;s production plan for 2008 was based on industry sales of 15.7 million new vehicles. He said that first-quarter sales came in &#x26;ldquo;at the low end&#x26;rdquo; of what the company expected. Despite weakness in the market, Mr. Mulally played down any need for Ford to accelerate its overhaul efforts to offset lower sales. &#x26;ldquo;We have the cash, we have the liquidity,&#x26;rdquo; he said. &#x26;ldquo;We just have to stay on our plan.&#x26;rdquo; Chrysler, Ford and General Motors are all in the midst of major reorganizations that include further cuts in their blue-collar work forces. <description>Ex-Fremont pair offer insider look at lending Aggressive sales tactics, brokers cited in state fraud suit By Kimberly Blanton, Globe Staff  |  January 17, 2008 Sales staff inside Fremont Investment &#x26;amp; Loan had a nickname for no-down-payment loans for subprime borrowers with low credit ratings: &#x22;pulse products.&#x22; &#x22;If a borrower had a pulse, he or she could qualify for one of Fremont&#x27;s products,&#x22; former Fremont account executive, Thai Lee, said in an affidavit filed this week as part of a lawsuit Massachusetts Attorney General Martha Coakley brought against the California subprime lender. Lee and Jeffrey McKay, another Fremont account executive, in affidavits filed in Suffolk Superior Court, provided a glimpse inside the aggressive sales culture at a company that was once one of the nation&#x27;s largest subprime lenders and the second largest in Massachusetts. They described a company where salespeople targeted both high-cost housing markets and minority neighborhoods to generate mortgages the company could then sell to Wall Street firms with enormous appetites for these high-risk loans. In its lawsuit against Fremont, Coakley&#x27;s office alleged predatory lending and fraud were systemic inside the company, making McKay&#x27;s and Lee&#x27;s state ments central to the state&#x27;s argument. The state this week asked the court to stop Fremont from foreclosing on 500 Massachusetts homeowners. Fremont did not respond yesterday to requests to comment. But earlier this week, its attorneys denied the firm engaged in fraud and said it was not responsible for rogue brokers from firms outside Fremont or for borrowers who may have committed fraud. Lee and McKay were both involved in selling loans in the Boston area. They oversaw squads of brokers who worked outside the company and who were the primary source of prospective loan customers. They also helped the brokers process loan documents. Both worked for Fremont between early 2003 and March 2006, when the subprime lending market was booming. They said they refused to process fraudulent or questionable mortgages submitted by loan brokers. But when McKay complained to supervisors, &#x22;I received the impression Fremont did not want to cancel the brokers&#x27; accounts for fear of upsetting the brokers or losing business,&#x22; he said. To help brokers entice new customers, Fremont rolled out special offers for loans to people with poor credit ratings as low as 550 or even 500, according to sales fliers filed in court; the minimum for a traditional mortgage is about 680. McKay said Fremont loan salespeople targeted expensive housing markets, such as California, Massachusetts, and New York, because mortgages there generated larger commissions for the brokers. Brokers also targeted minority neighborhoods in Lawrence, Quincy, and Dorchester for &#x22;stated-income&#x22; subprime mortgages, he said in his statement. He said brokers selling these loans in low-income neighborhoods &#x22;were too lazy, uneducated, or inexperienced&#x22; to sell other products. Stated-income mortgages do not require prospective customers to prove the income they declare on their loan application. Fremont checked a borrower&#x27;s income to determine if it matched what others in the same field earned using websites such as salary.com. Stated-income loans, Lee said, &#x22;were prone to abuse, particularly when combined with&#x22; no- or low-down-payment terms. Lee said in his statement that investors with a huge appetite for loans, such as Merrill Lynch and Morgan Stanley, &#x22;influenced the types of products Fremont would sell.&#x22; He said he used Fremont&#x27;s easy qualifying terms as a &#x22;sales tool&#x22; to persuade loan brokers to sell Fremont&#x27;s subprime loans to borrowers. Fremont&#x27;s primary mortgage product provided 100 percent financing - no down payment - and carried an initial teaser rate that was set to increase automatically two years after the loan was made. Fremont executives intended these high-cost mortgages to be temporary, Lee said, expecting borrowers to refinance within months, as the value of their homes rose. When the housing market entered a downturn in 2006, subprime mortgages caused an unprecedented foreclosure crisis in Massachusetts and nationwide. Many subprime borrowers could not meet their increasing payments, but they were unable to refinance their subprime mortgages because their house values had plunged. In Massachusetts, lenders seized more than 6,500 homes through foreclosure through November 2007, according to Warren Group, a Boston real estate and research firm. But 41% agree strongly that mortgage brokers should be better regulated. According to the Wall Street Journal Online/Harris Interactive poll, conducted Dec. 10-12, a quarter of respondents agree that the government should provide financial help for mortgage holders, while 20% disagree and another 22% strongly disagree. The survey of 2,082 U.S. adults, of whom 1,331 are homeowners, shows a strong consensus that mortgage brokers should be better regulated to make sure borrowers obtain only those mortgages they can afford; 41% strongly agree, 23% somewhat agree and only 7% disagree. When asked who&#x27;s most responsible for the trouble in the housing market and mortgage business, half blamed mortgage lenders and brokers, while 21% said government regulators are responsible and 16% said home buyers are to blame. Nearly half of those surveyed also say direct lenders are most responsible for making sure borrowers are able to pay their mortgages and that they should be required to modify loan terms for mortgage holders who can&#x27;t afford their current terms. By comparison, 15% disagree and 24% said they neither agree nor disagree. Several policy moves are under way to help struggling homeowners, including a plan to freeze interest rates for some subprime mortgage borrowers and the Federal Reserve&#x27;s move to offer banks special funding at lower-than-usual rates so they can lend more.</description>

Some predatory lenders target borrowers with marginal credit histories, enticing them with low teaser rates for the early years of the loan. When the housing market declines, the borrowers find themselves smothered by escalating payments in houses worth less than they bought them for. At that point, walking away often looks like the best option. For the neighborhood, however, it is disastrous when abandoned houses and blight start to spread across entire blocks. It took decades for Boston to recover from a similar scenario in Mattapan in the 1960s, when lenders also tossed responsible underwriting standards out the window... In the long term, Congress needs to set limits on national mortgage lenders. Right now, all efforts should be aimed at breaking their grip on local neighborhoods. </description>
